LEGISLATIVE REQUIREMENTS

EC Directives 89/391 and 90/270 and the UK Health and Safety (Display Screen Equipment) Regulations 1992 state “windows shall be fitted with a suitable system of adjustable covering to attenuate the daylight falling on the workstation”

BUILDING REGULATIONS

Part L of the Building Regulations came into force in April 2002. The regulations are divided into two categories:

L1 sets out the legal requirements for the conservation of fuel and power in dwellings

L2 covers all other buildings

The regulations are far-reaching and cover all areas of building design to ensure conservation of fuel and power. Key elements as far as solar shading is concerned are:

  • For the first time the regulations now cover the summer performance of buildings through provisions for limiting exposure to solar overheating and heat gains through the fabric of the building
  • The regulations now cover refurbishment projects as well as new build
  • New guidance is given on conservatories, atria and similar sunspaces
  • Improved minimum U values

Sampsons are able to provide shading solutions which ensure compliance to Part L. Furthermore we are able to calculate the performance of blinds based on the design, or proposed design, of the building. Such computer modelling allows calculations of payback periods for the shading systems based on reducing the size of heating and cooling systems.

EUROPEAN ENERGY PERFORMANCE OF BUILDINGS DIRECTIVE (EPBD)

European Community research has indicated that 40% of total energy use is concerned with buildings and by improving energy efficiency carbon emissions from buildings could be reduced by 22% helping the EC to meets its objectives under the Kyoto Protocol as well as improving the energy efficiency of new and existing buildings.

EPBD comes into force in the UK in January 2006 and will require:

  • A methodology to calculate integrated energy performance of buildings
  • All new buildings to meet minimum energy requirements
  • All buildings over 1000m2 undergoing renovation must also meet minimum energy requirements
  • Energy certification of buildings
  • Regular inspection of boilers and air conditioning systems

Sampsons are able to provide shading solutions to new and existing buildings which can significantly assist with meeting the requirements of this new legislation. Sampson’s computer modelling can calculate the reduction in C02 emissions based on using high performance blind systems with either new or existing glazing.

 

CHILD SAFETY

Although not yet a legislative requirement the potential danger of blind cords and chains needs to be considered in all areas where children or vulnerable people may be present.
